Mr. Pascal Cartier has more than twenty years of experience in the field of occupational health and safety (OHS). He developed expertise in OHS financing while working in Quebec actuarial firms that specialize in total compensation.
Mr. Cartier understands the rules and the contribution calculations for each of the CNESST’s rate-setting methods (unit rate, personalized rate and retrospective plan), as well as the effects of a prevention mutual on CNESST contributions. With respect to retrospective plans, he is able to analyze and recommend a limit per injury based on the employer’s claims experience and sensitivity to risk.
He has a sound grasp of the calculations used to evaluate the cost of claims in various scenarios and how to explain their impact on decisions to be made. This expertise allows him to optimize the time spent managing workplace accident files.
In addition, he is able to calculate the impact of company mergers or acquisitions on CNESST contributions, as well as to forecast possible changes to the CNESST’s rate-setting method for these companies.
